报告题目：Fiscal Competition at the Vertical Level: New Evidence from the “Province Directly Govern County” reform in China

摘要：China’s the five-hierarchical-level fiscal system has experienced substantial changes in the past twenty years. As one of the recent and major reforms, “Province Directly Governs County (PDGC)”breaks the fiscal links between county and city governments and is meant to give more fiscal anatomy to counties. By using the county-level panel data from 1997 to 2007, we study how this PDGC reform affects the amount and composition of revenues of local governments and, thus, provide more empirical evidence on the fiscal competition at the vertical level.

报告人简介：张静，中国人民大学财政与金融学院，讲师，美国马里兰大学经济学博士，研究领域为公共财政、卫生经济学和环境经济学。在《Journal of Health Economics》等杂志发表多篇论文。
