摘要：We study the fiscal multiplier in a small open economy with heterogeneous agents. A Robin-Hood policy which transfers money from the financially unconstraint agents to the financially constraint agents has no welfare effect if it is anticipated. However, a Robin-Hood policy can improve the welfare of the home country if it comes as a surprise.  The welfare gain comes from "stealing" from the foreign countries. This means that fiscal policy can be beggar-thy-neighbor in open economy, which contrasts the standard result from the Mundell-Fleming Model.
